The method does not change from market to market, from business to business. What changes is the unit — the thing a market is assumed to be organized around, the story it tells and sells itself on. The question moves from how well a company runs inside its boundaries to where those boundaries should sit in the first place, and who else has to move for a new position to hold. No amount of implementation quality produces that answer. Deployment compounds whatever answer the company walked in with.
